This does not make progress impossible but makes it slower, interrupted frequently, with projects seeming to collapse before they can be braced up again. If one gets more active, with Mars and the sun together forming strong aspects, there could be "cross-swords" or involvement in quarrels. Or this could be the normal interplay of a dialectic of Left and Right, for example, trying to work out harmony through aesthetic sword-play or verbal gymnastics.
