"People on stairs graduated upwards" has many potential meanings. "Inherent differences among humankind enable man to share any endeavor with his fellows whether they are more or less competent than himself." Someone on a top rung may possess "A roll of parchment, sealed and lying across a scepter." He or she occupies a position of trust and responsibility, perhaps in government service. There could be a need for secrecy and caution. The keyword is Authority.

At a lower level, at least in appearance, is someone conducting "A ferry boat taking people across a wide deep stream." He or she is "a guide or teacher of the public, of much more service to others than to himself." And so, spiritually, he may be higher on the "stairs" than the government official.
