"A man inspecting horses" could apply literally if you are a rancher or otherwise involved with horses. More likely it means you are uncertain of the value of certain purchases or investments and so are learning to be a good judge of them. That will protect your interests.
Jealousy can get people trying to influence someone through underhanded or occult methods. When feeling helpless one attempts extraordinary means toward one's ends, such as consulting a gypsy.
