1 "Dreaming when one should be working" does not add up to gain. "A man is asleep in the heat of the day with implements beside him." 

2 If he becomes more active he may seem like "a man sitting upon his heels and breaking stones with a hammer," laboring much to little profit. 

3 If interested in what others are doing, he may promulgate gossip. "A person pulls at a rope attached to a bell near the top of a tree." Some news media thrive on defamation. 

4 If politically motivated, he or she could resemble "a woman suffragist haranguing." There needs to be a mutual give-and-take in respect to real differences in point of view. The keyword is Indignation. 

5 Finally, relatively unfruitful activities could upgrade into deeds which benefit the community. "Two men are putting slates on the roof of a building." Some are lovers of peace, and promoters of good works. 

6 By the time the moon goes void-of-course in the afternoon we may be ready to relax and emulate "shellfish groping and children playing." There is "emphasis on self-discovery as the basic mode of greater reality" (at the beach?). The keyword is Emergence.
